a colleague came across a document recently which is a very interesting summary; the Design Council's "The Impact of School Environments: A literature review" - available as a download on their website.
http://www.designcouncil.org.uk/Search-Results/?searchkey=impact+of+school+environments

One of the key things the report highlights is the importance in involving end users and giving them ownership plus teachers' attitudes are vitally important to the use made of space. in our experience we find both these issues absolutely at the core of a successful design. It can't just be based on an individual's vision- school leaders have to get the whole school community to sign up to their vision in order to achieve transformation and success. The procurement process and any post occupancy review needs to recognise this.
